Subject: [IANA #1429149] Request for Review and Redelegation of the .YE ccTLD due to Governance Failure and Lack of Community Representation

Dear requester,

Thank you for your response. In order to consider the applicability of a “Revocation followed by Delegation” path or to determine whether the threshold of “substantial misbehavior” has been met, any assessment would require the submission of comprehensive supporting documentation. Please provide the supporting materials you referenced as attachments (e.g. as PDF files) in your response.

We would be happy to arrange a call to clarify the materials required for a formal submission. Please propose a few suitable times, and we will do our best to accommodate.

As for timing, if we receive a formal change request, we will process it in line with the established service level agreements that govern the IANA Naming functions. You have cited the ICANN Correspondence process, but please note that evaluations associated with the management of ccTLDs are a confidential process and correspondence is not posted in this manner.

You also cited the case of a transfer of the .SO domain in 2009. We note that this may be of limited applicability in your case as the governing policies have changed since that time, and the pertinent facts in that case are likely different.
